I completely agree that answering “so what?” is a widely recognized but easily overlooked proposal-writing essential. As a reviewer, I’ve actually devoted an entire read-through just to looking for that component. I call it the “so-what filter.” Applying that filter also does double-duty by helping to make sure everything is written as concisely as possible.
